Norway has committed to support "Reform Action in the Western Balkans” and selected UNOPS Austria Multi-Country Office as implementing partner. The programme provides assistance to government institutions across Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia and Serbia as they pursue EU integration and engage in reform processes.

Negotiation Clusters

In March 2020, the EU Council endorsed a revised enlargement methodology for the Western Balkans, which includes six negotiation clusters. To support this approach, UNOPS provides technical assistance for chapters in Clusters 2, 3, 4, and 5, with a special focus on the EU Green Agenda and Sustainable Connectivity (Environment and Climate Change, Trans-European Networks, Energy, Transport), Competition, Agriculture, and Regional and Cohesion Policy.
