Within the “Knowledge for Reform Action in the Western Balkans” programme, UNOPS Austria Multi-Country Office is supporting the Ministry of Transport and Maritime Affairs and the University of Podgorica in developing national transport legislation aligned with EU Homologation standards*.
During the initial stages of shaping a comprehensive law, the program team engaged in consultation meetings with MNE officials. The discussions addressed existing challenges in the Transport National legislation, facilitated the exchange of best practices, and underlined the concrete outcomes resulting from the collaborative efforts of both parties.
The first draft of the new Law on Homologation is scheduled to be presented to the MNE Government by March 15, 2024. This law will address diverse sectors, particularly those involving products or systems requiring certification for adherence to safety, environmental, and regulatory standards. This includes the Automotive industry, where regulations often mandate homologation for vehicles like cars, motorcycles, trucks, and buses, ensuring compliance with safety, emissions, and performance standards. Additionally, Transportation and Mobility sectors, encompassing bicycles, electric scooters, and public transportation vehicles, may also require homologation for safety and regulatory compliance.

Within the technical assistance programme, UNOPS and the Government of Montenegro are laying the groundwork for a resilient and forward-thinking legislative framework that will positively impact the transportation sector and contribute to the overall socio-economic development of Montenegro.
