Advancing Energy Efficiency in Serbia for EU Alignment

As part of the Knowledge for Reform Action in the Western Balkans (K4R) program, funded by the Kingdom of Norway and implemented by UNOPS, the Ministry of Mining and Energy of the Republic of Serbia has received targeted technical assistance to enhance its efforts toward the successful closure of EU accession Chapters 15 (Energy) and 21 (Trans-European Networks).

The assistance has effectively supported the transposition of the respected EU integration process into actionable measures by enhancing monitoring processes, upgrading project management actions, and optimizing the planning procedures. A primary focus has been aligning the energy-efficiency principles with Serbia’s legal framework, the National Energy and Climate Plan (NECP) 2030, and Energy Community goals.

It facilitated the advancement of regulatory processes related to project preparation, technical documentation and permitting, technical assessments, and design standards. This supported project maturity and enhanced institutional capacity, ensuring the successful implementation of projects.

As a result, these efforts have further strengthened Serbia's project pipeline, particularly for public buildings, bringing the country closer to EU energy standards and advancing its contributions to SDG 7 (Affordable and Clean Energy) and SDG 13 (Climate Action).
