Aligning Serbia's Renewable Energy Goals with the EU

Serbia’s energy transition is a fundamental aspect of its integration with the European Union, showcasing its dedication to sustainability, energy security, and economic resilience. The adoption of key strategies like the Integrated National Energy and Climate Plan (INECP) establishes ambitious targets: a 45% share of electricity from renewables by 2030, significant greenhouse gas reductions, and enhanced energy efficiency. These reforms bring Serbia closer to the EU’s Green Deal targets while modernizing its energy infrastructure.

Investments in renewable energy, including 3.5 GW of wind and solar capacity by 2030, reduce reliance on fossil fuels and enhance energy security. Social inclusion remains central to this transition, with initiatives supporting vulnerable communities, workforce upskilling, and regional diversification. 

Serbia’s adoption of green budget tagging (GBT) in its 2025 budget, a mechanism for tracking sustainable expenditures, further exemplifies its readiness to integrate EU-aligned fiscal frameworks. UNOPS Advisors engaged under K4R Programme played an important role in this process by coordinating strategies to classify and justify green expenditures, aligning Serbia’s financial governance with sustainability goals. This transformation, supported by international partners like Norway and UNOPS, have equipped Serbia with the tools and frameworks needed to adopt more sustainable policies, ensuring long-term resilience and alignment with EU standards.
