Albania


Albania applied for EU membership in 2009 and was awarded candidate status in 2014. In 2020, the Council endorsed the decision to open accession negotiations, which formally began in 2022 with the start of the screening process. In October 2024, the EU held the second meeting of the accession conference with Albania.

K4R support focuses on priorities related to EU accession providing technical expertise, offering both horizontal and chapter-specific support, in line with the priorities defined by the beneficiary and the EU framework. In this context, examples include the joint UNOPS/UNIDO support to Albania in formulating an industrial policy aligned with EU guidelines and best practices. Additionally, the K4R Programme has been a crucial partner in the successful completion of the bilateral screening process for two significant clusters — “Competitiveness and Inclusive Growth”, and “Resources, Agriculture, and Cohesion”. The program has also provided essential technical assistance to help the country build its horizontal capacities for entering the next phase of the EU accession process, build capacities in the field of food safety, veterinary and phytosanitary policy, but also upscale its system of public procurement in line with EU standards. 

In conclusion, the Knowledge for Reform Action (K4R) Programme has played an indispensable role in Albania's EU accession journey by offering targeted technical support across critical sectors. Its contributions, from supporting the formulation of an EU-aligned industrial policy to ensuring the successful completion of the bilateral screening process for key clusters, have significantly advanced Albania's preparations for EU membership. By enhancing horizontal capacities, building expertise in food safety and public procurement, and aligning with EU standards, K4R continues to serve as a vital partner in Albania's path towards European integration.
