The international workshop 2025, organised by UNOPS under the Knowledge for Reform Action in the Western Balkans programme—funded by the Government of Norway in partnership with North Macedonia on "Safeguarding public financial interests in EU-funded infrastructure projects" emphasized the necessity of integrating anti-corruption measures across all EU Negotiating Chapters, with a strong coordinating role for the competent authorities with the relevant national mandate and increased parliamentary oversight.
Discussions highlighted EU standards for accountability in EU-funded projects and several experiences across countries of the Western Balkans in developing anti-corruption mechanisms . Institutional cooperation and robust internal control frameworks were identified as key factors in preventing corruption.
A particular focus was placed on organized corruption in political financing in the Western Balkans, especially in large infrastructure projects, which are highly vulnerable to corruption due to special procurement rules, complex financial models, and weak oversight across jurisdictions.
To mitigate corruption risks, governments must strengthen preventive mechanisms with the active participation of businesses, professional associations, and civil society. Key tools like Corruption Risk Assessment (CRA) and Corruption Proofing of Legislation (CPL) should be used together to assess risks and develop targeted mitigation strategies. Regular exchange of information and best practices among anti-corruption practitioners remains essential.
Moving forward, it is essential to apply the lessons learned across countries and strengthen the capacities of competent institutions to build a culture of integrity and accountability. The fight against corruption and enhancing public trust is a shared responsibility. Implementing anti-corruption tools effectively and building public trust are essential for infrastructure projects to meet their intended goals, providing value and progress for society.
