As outlined in the Energy Community Annual Implementation Report in 2023, Serbia emerged as the top performer in the Energy Community and in the most difficult circumstances advanced their track-record in electricity and gas market reforms. To support the country further, in the context of Serbia’s commitment in enhancing cooperation and integration within the European energy framework, the K4R carried out a series of training and capacity building activities in Belgrade, from May 13-16. The staff of the Ministry of Mining and Energy, and specifically the Sector for International Cooperation and European Integration and project management, showed its endorsement to these sessions with its increased participation, which aimed to bolster procedural and field-related knowledge.
The activities kicked-off with a coordination meeting with Jovana Joksimovic, Acting Assistant Minister for International Cooperation and European Integration, allowing a deeper conversation around the main needs for strengthening the participation to the Energy Community and highlighting further opportunities.
The K4R Partnership Advisor conducted training on electricity market integration and carbon pricing as well as criteria for exemptions under the Carbon Border Adjustment Mechanism (CBAM) Regulation. In addition, training sessions on procedural aspects of the Energy Community, such as its institutional framework, dispute settlement and the rules of procedures of the institutions were also organised.
As future steps, the team underscored their continuous commitment to technical support and capacity building within Serbia’s Ministry of Mining and Energy. Further assistance will be provided, as requested, to ensure the country’s effective participation in the Energy Community and to advance its energy reforms in line with EU standards.
