Supporting Kosovo’s Civil Aviation Reform: Aligning with European Standards

Kosovo has taken a major step forward in aligning its civil aviation sector with European Union (EU) standards. This is part of Kosovo’s efforts to fully integrate with the European Common Aviation Area (ECAA) and adopt the Single European Sky regulatory framework, ensuring a safer, more efficient, and competitive aviation environment.

With the support of UNOPS Knowledge for Reform Action in the Western Balkans (K4R) Programme, funded by Norway, Kosovo has been able to comprehensively review its current aviation laws and identify areas where they need to be updated to meet EU requirements. The project has provided technical expertise and guidance, helping national institutions draft a modernized legal framework that reflects the highest international standards.

One of the key outcomes of this support is the creation of a new civil aviation law, which, once adopted, will:

  • Enhance aviation safety and security in Kosovo.
  • Create a more attractive business environment for airlines, investors, and service providers.
  • Incorporate new and emerging sectors such as drone operations and information security.
  • Provide a solid foundation for sustainable growth in the aviation market.

By aligning with EU standards, Kosovo is not only strengthening its aviation sector but also demonstrating its commitment to broader European integration. The new legal framework will foster a dynamic aviation environment that benefits passengers, businesses, and the economy as a whole.
