Montenegro
UNOPS is supporting the Ministry of Forestry, Agriculture and Water Management of Montenegro in developing an Agricultural Market Information System (AMIS) – Price Reporting System. Monitoring of agricultural commodity prices is an important tool for policy makers in establishing a stable and transparent agricultural market. Advancing the harmonization of Montenegro's agricultural market systems with EU standards in this regard will strengthen institutional capacity, enhance legislative alignment and support the implementation of the Common Agricultural Policy (CAP).
The main goal of this assignment is to assist the Ministry of Forestry, Agriculture and Water Management in preparing the technical specifications for a price reporting system that complies with EU requirements. This system will enable Montenegro to collect, monitor and manage agricultural market data, ensuring transparency and the proper functioning of CAP measures. Drafting of a comprehensive software specification and ensuring compatibility with existing legislative frameworks contributes directly to meeting the EU’s closing benchmarks on Chapter 11.
“Common market organization (CMO) plays a crucial role in the Common Agriculture Policy (CAP). It shall contribute to European food sovereignty through its mechanisms. The CAP must recognize and strengthen the position of farmers in the food supply chain. It should ensure that farmers’ incomes are based on good market prices.
Monitoring of agricultural commodity prices is of utmost importance for the EU and that is the reason for establishing such a system. This is an important tool for policy makers, for taking actions in case of extraordinary circumstances, crises and market disorder.”
– UNOPS Senior Advisor on the specification for development of the Agricultural Market Information System – Price Reporting System
