Developing the agricultural price reporting system in line with EU standards

Context and goal

UNOPS is supporting the Ministry of Forestry, Agriculture and Water Management of Montenegro in developing an Agricultural Market Information System (AMIS) – Price Reporting System. Monitoring of agricultural commodity prices is an important tool for policy makers in establishing a stable and transparent agricultural market. Advancing the harmonization of Montenegro's agricultural market systems with EU standards in this regard will strengthen institutional capacity, enhance legislative alignment and support the implementation of the Common Agricultural Policy (CAP).

The main goal of this assignment is to assist the Ministry of Forestry, Agriculture and Water Management in preparing the technical specifications for a price reporting system that complies with EU requirements. This system will enable Montenegro to collect, monitor and manage agricultural market data, ensuring transparency and the proper functioning of CAP measures. Drafting of a comprehensive software specification and ensuring compatibility with existing legislative frameworks contributes directly to meeting the EU’s closing benchmarks on Chapter 11.

This assignment will contribute to SDG 2: Zero Hunger by enhancing agricultural productivity and sustainability through improved data collection and market transparency, which supports food security and resource-efficient policies aligned with the Common Agricultural Policy. The assignment will also contribute to SDG 8: Decent Work and Economic Growth by fostering a fair and transparent agricultural market, strengthening rural economies and promoting modernization through advanced technologies.
