Montenegro is advancing its alignment under Chapter 15 Energy policy, supported by its membership in the Energy Community, with focus on the electricity market. UNOPS is supporting the Ministry of Energy of Montenegro for the transposition of the Electricity Market Integration Package and its implementation at national level. Support is also needed in regard to electricity market coupling, which is a precondition for exemption from the application of the EU’s Carbon Border Adjustment Mechanism (CBAM).

In this context, UNOPS is providing legal expertise to the Ministry of Energy to strengthen its institutional capacities for fulfilling its obligations related to the integration of Montenegro’s bidding zone with the single EU electricity market, as the most cost-effective way to ensure secure, sustainable and affordable energy supply.

The assignment supports SDG7: Affordable and Clean Energy and SDG 13: Climate Action by improving Montenegro’s compliance with the Energy Community acquis, thereby advancing Montenegro’s green agenda and ensuring compliance with its climate change obligations.
