Strategic guidance and support for Kosovo's Common Regional Market Action Plan 2025–2028

Context and goal

In the context of Kosovo’s need to respond to regional cooperation priorities and integrate more closely with the EU Single Market, the Common Regional Market (CRM) Action Plan for 2025–2028 needs to be planned and implemented. The CRM is a crucial tool, as effective implementation can drive regional trade, improve business environment, attract investment, create jobs and boost economic development – all while moving closer to EU integration. The main goal of this assignment has been to support the Office of the Prime Minister of Kosovo in line with the EU’s Common Regional Market Initiative adopted at the Sofia Summit in 2020.


Actions

First, UNOPS developed an analysis of implementation of the CRM Action Plan, which highlights Kosovo’s progress in advancing the Common Regional Market (CRM) Action Plan, including the signing of mobility agreements, customs procedure improvements and advancements in digital infrastructure, skills training and legislative updates in industrial and tourism sectors. Next, the UNOPS expert developed a Guidance on Coordination for the Implementation of the CRM Action Plan, outlining the monitoring and coordination structure to ensure effective implementation. Finally, the UNOPS advisor organized and facilitated a workshop for Government officials to collect views and provide inputs on the new CRM Action Plan for the period 2025-2028, while aligning the latter’s activities with the Reform Agenda – resulting in a collective document outlining joint priorities and actions for advancing regional integration and compliance with EU standards.


Results

The work of the K4R programme has a significant impact on Kosovo’s progress toward regional integration and alignment with EU standards under the Common Regional Market (CRM) Action Plan. This support translates into improved economic opportunities, enhanced regional cooperation and stronger institutional capacities, ultimately leading to better living standards and greater integration into the EU market.


SDGs contribution

The assignment supports SDG 8: Decent Work and Economic Growth by providing technical expertise to align Kosovo’s regulatory and institutional frameworks with EU standards under Cluster 2 of the EU acquis – enhancing trade, regional economic integration and job creation, while fostering a sustainable business environment and economic development.
