UNOPS is supporting the alignment of legislation in Albania concerning youth and volunteering laws. Key activities include reviewing the Albanian legal framework, conducting gap analyses to align national laws with European Union standards, and providing feedback on draft legislation. Revisions to both the Law on Volunteering and the Law on Youth are proposed based on stakeholder consultation and background documents are prepared for the Law on Youth. The process involves a combination of in-country meetings, desk research, document drafting and consultations with key stakeholders including the Ministry for Children and Youth.
The primary goal of this assignment is to provide timely and effective legislative support while ensuring alignment with EU legal standards defined in Regulations (EU) No 1288/2013, (EU) No 1304/2013 and (EU) 2018/1475; Directive 2005/36/EC; and Recommendations 2001/331/EC and 2013/396/EU.
The assignment supports SDG 4: Quality Education by introducing a legal framework for youth workers and youth centers, which enhances opportunities for non-formal education, skill development, and youth empowerment and expanding access to quality learning experiences beyond traditional education systems. This assignment supports SDG 8: Decent Work and Economic Growth by recognizing and formalizing the role of youth workers and youth centers and updating legislation supporting employment opportunities in the youth sector.
