Cluster 3 on competitiveness and inclusive growth covers digital transformation, media, science, research, enterprise and industrial policy. It also addresses social policy, employment, education and culture, as well as aspects of customs union, economic and monetary policy and taxation. In this regard, Albania’s EU alignment is vital for its economic growth and socio-economic development, as it addresses critical economic reforms, regulatory improvements and institutional capacities.
UNOPS has supported Albanian institutions in the framework of preparations for the screening on Cluster 3 by supporting the drafting of the negotiating positions for all 8 Chapters.
UNOPS provided guidance on the screening negotiations, by analysing benchmarks, developing roadmaps and negotiation positions, thereby supporting the alignment of national policies with EU standards. Consultations with all involved stakeholders were critical for the formulation of a coherent negotiating position.
The UNOPS advisor led a team of senior experts in developing a Needs Assessment to identify crucial support areas within Cluster 3. Next, UNOPS prepared a Timeline for Negotiations until 2030, including a clear roadmap, setting expectations for the negotiation process and helping stakeholders anticipate and prepare for future developments. Also, the UNOPS K4R advisor provided guidance on the implementation of the Stabilization and Association Agreement (SAA), the National Programme for the Adoption of the Acquis (NPAA) and other EU-related frameworks.
Finally, the UNOPS expert developed an Internal Communication Plan to improve coordination among government bodies and prepared a Communication Strategy Principles and Visibility Guidelines Document aiming to raise awareness and support for the EU accession process, engaging the public and increasing transparency.
This assignment is expected to contribute to a more robust and resilient economy, improved public services, economic opportunities and overall quality of life as the country adopts EU standards and practices. The developed roadmaps, analyses and documents address deficiencies in regulatory frameworks, enhance institutional capacities and foster collaboration among stakeholders. The work ensures coordinated efforts and clear negotiation positions for Cluster 3, engages the public and increases transparency across stakeholders, enabling them to coordinate and prepare for future developments in the EU accession process.
